Saqib, the company that does the billboard takes the picture and posts it on Facebook where I grabbed a copy. If you do a funny tweet or something that they like, they'll put it up on this electronic billboard in a loop with their advertisements. You have to do a tweet with their handle in the tweet. You can see others if you look them up at @lamarOKC and on facebook.
